Морское направление внешней политики является для России одним из ключевых. Это определяется географическим положением российского государства, берега которого омывается большим количеством морей. Также это связано с тем, что на побережье российских морей проживает значительная часть населения, а промышленность, расположенная в прибрежной полосе вносит большой вклад в экономику.Многие российские морские путешественники были первооткрывателями «новых» земель. Велик вклад российских ученых в гидрофизическое, геологическое и биологическое изучение морей и океанов.Россия обладает Военно-морским флотом, составляющим примерно одну треть суммарного тоннажа мирового ВМФ и одним из крупных в мире рыбопромысловым флотом. Транспортные суда под флагом Российской Федерации можно встретить в самых удаленных уголках планеты. В ряде областей военного кораблестроения и гражданского судостроения Россия имела и продолжает сохранять приоритет.Повышенный интерес к морям и океанам нашел свое отражение в основополагающих российских документах, в том числе, в Морской доктрине РФ, утвержденной Президентом России в 2015 году. В ней обозначено значение морских пространств для российского государства. В Морской доктрине РФ записано: «Кадровое обеспечение, морское обучение и воспитание играют важную роль в повышении эффективности морской деятельности. Они направлены на подготовку, привлечение и сохранение квалифицированных кадров всех уровней, поддержание профессионализма, морских традиций и неравнодушного отношения граждан к морской истории страны, служат позитивному представлению, пропаганде и поддержке национальной морской политики, морской деятельности и морской службе в обществе».Морское направление, морская регионалистика нашла отражение в публикации ряда российских авторов, посвященных исследованию политики России в таких регионах, как: Черноморский регион, Каспийский региона, Арктика, а также в серии Энциклопедий, посвященных морям России.
