Abstract
The geography of water bodies and water resources of Kyrgyzstan was completely observed. Studied the dynamics of water management in different countries related to the restructuring of the water sector in the new conditions of socio-economic development. Analyzed official and expert opinion about positions on using of transboundary water resources in Central Asia. In the article given recommendation for solving problems of transboundary water sharing. Proposed actions and activities among which the main role should play international legal initiatives.

Abstract
This paper investigates the formation and use of water resources in Tajikistan. The natural and geographic conditions as well as distribution of water resources across the economic regions are analyzed. It is stressed that after breakup of the Soviet Union the water use issues in Central Asia have acquired the dimensions of the interstate economic and political problems. Demographic growth, activation of desertification, global warming make most relevant the issue of equitable redistribution of water resources as the most valuable resource for economy.

Abstract
In the article the of home policy and foreign-policy image of Russia is examined on a background Russian-western ideological contradictions. Reasons of negative perception of character of the Russian state are distinguished by western researchers and population. The historical comparative analysis of internal despotism and external aggressiveness of the states is presented in the days of the rule of Ivan IV, some European monarchs by the aim of understanding of essence of the mythologized negative idea about Russia in the west.

Abstract
The new phenomenon of the beginning of XXI century in the political transformations became the «color revolutions» that have a significant force in the fight against the enemy and geopolitical engendered under the pretext of spreading the ideas of democracy, political regime change in the former Soviet republics. The change of political power in a number of post-Soviet countries such as Georgia, Kyrgyzstan, Ukraine, showed that major actors in international relations, the US, EU, Russia, one of its main objectives is to achieve control over the territories of the former Soviet Union.

Abstract
During last several years the Caspian region has to face the integration into global international process. Long and hard process of globalization is connected not only with the dissolution of the USSR and the emergence of new regional players, but also the desire of extra-regional countries to participate, monitor and control all aspects of life in this region, including energy potential, transport, cultural, ecological and strategic issues. The situation is complicated by the uncertainty of the legal status and the conflict of interest of some extra-regional participants. Until recently, Caspian regional countries were not ready to solve old familiar aches without the biggest international players, such as the USA, China, EU etc. However the safety of the region requires decisions for the benefit of the region in the whole and each country separately.

Abstract
This article is devoted to the problems of existence of authoritarian regimes. The ambiguity of the resulting data determines the importance of the considered research. Authoritarianism is quite complicated socio-political phenomenon. For this reason, there are a lot of typologies and special features of authoritarianism as a political regime. Authoritarianism is not only a political regime, but it is also a set of social and political characteristics. Some countries, where the authoritarian tendencies dominate, are economically developed, and they have a competitive economy, but other countries, which are steeped in a reactionary authoritarian, do not develop properly. From the materials of this article it should be concluded that the political regime in Russia is principally authoritarian, or to be specific it is liberal authoritarian regime. This political regime has been established for the whole history of our country, and it is supported by paternalistic political culture and special mindset our nation.

Abstract
This article deals with the problems of «color revolutions» and their occurrence in the former states of the USSR. The ambiguity of the results of these revolutions stipulate the importance and relevance of the topic research. Also it should be noted that the term «color revolutions» has two basic definitions: it is non-violent overthrow of the existing political power in the country, the second is used to refer to the methods and ways to implement a series of protests, wearing non-violent nature. Scientists from different countries continue discussions and debates on the subject, but no one doubts the fact that the «color revolution» is quite an urgent problem to date, and this issue requires a serious and thorough analysis. This article explores not only the basic views and approaches considering the phenomenon of «color revolutions». Also exemplified description and characterization of precedents of these revolutions in Georgia and Ukraine. From these examples, the authors made conclusion that the «color revolutions» in spite of its mass and momentum did not bring any changes in the political sphere of the country in which they originated. Hopes for the new political leaders and their governments, were not justified, as the political, economic and social problems, because of which the revolution occurred, remained unresolved.
